PROCUREMENT OF 1200 SMARTPHONES FOR THE E-AGRICULTURE PROGRAMME AND SEED GROWERS/ FIELD AGENTS FOR SEED MULTIPLICATION (MOFA/WAAPP/GE/NCB/2015/03)


The Government of Ghana has received credit from the International Development Association (IDA) towards the cost of WEST AFRICA AGRICULTURAL PRODUCTIVITY PROGRAMME (WAAPP-2A) and it is intended that part of the proceeds of this credit will be applied for eligible payments for the PROCUREMENT OF 1200 SMARTPHONES  FOR THE E-AGRICULTURE PROGRAMME AND SEED GROWERS/ FIELD AGENTS FOR SEED MULTIPLICATION.

Seven (7) Firms purchased the Bid Document and only four (4) submitted on 16th March, 2015.

All the firms except for Messrs. City-Plus Limited met the required commercial conditions and therefore accepted for detailed technical examination. Messrs. City-Plus Limited failed to submit a manufacturer’s Authorization.

Offers from Messrs. IPMC Limited, Messrs. Henkoq Ventures Limited and Messrs. Sparkx Ghana Limited met the required minimum technical requirements of the bidding document.

Based on price Messrs. IPMC Limited turned out to be the recommended bidder after bid evaluation. The Central Tender Review Board gave clearance for the award of contract to Messrs. IPMC Limited to supply 1200 Smartphonesat a total CIP cost of Nine Hundred and Thirty-Seven Thousand, Five Hundred and Seventy Nine Ghana Cedis and Fifty Pesewas (GH¢937,579.50).

The contract was signed on 18th May, 2015 and the duration of the assignment is Sixty (60) days after the award of contract and expected to complete 18th August, 2015.

 

PROCUREMENT OF 16 NO. 4WD DOUBLE CABIN PICKUPS FOR WAAPP IMPLEMENTING AGENCIES AND MOFA AGRICULTURAL STATIONS (MOFA/WAAPP/GE/NCB/2015/02)

 


The Government of Ghana has received credit from the International Development Association (IDA) towards the cost of WEST AFRICA AGRICULTURAL PRODUCTIVITY PROGRAMME (WAAPP-2A) and it is intended that part of the proceeds of this credit will be applied for eligible payments for the Procurement of 16 No. 4wd Double Cabin Pickups for WAAPP Implementing Agencies and MOFA Agricultural Stations.

Three (3) Firms purchased the Bid Document and all submitted on 16th March, 2015.

Both Messrs.CFAO Ghana Limited and Messrs. Japan Motors Trading Company Limited did not demonstrate substantial responsiveness to the technical specification of the Bid submitted in accordance with ITB Clause 18, to confirm that all requirements specified in Section VI, Schedule of Requirements of the Bidding Documents. Both companies offered a Piston Displacement of 2500cc which falls short of the Purchaser’s minimum specification ranging from 2900cc to 3000cc. Secondly, Messrs. Japan Motors Trading Company Limited and Messrs.CFAO Ghana Limited are offering turbo Engines instead of the natural aspiration engines as specified. Furthermore, both companies are offering drum disc brakes type instead of the solid disc type. Messrs.CFAO Ghana Limited on the other hand, indicated a torque of 100kw @ 3,500rpm, a 75litre fuel tank, fabric trimmed seats and doors instead of a minimum torque output of 120kw @ 4000, 80litre fuel tank minimum and leather trimmed seats and doors respectively.

Messrs. Smice International Limited met the required minimum technical requirements of the bidding document and therefore turned out to be the recommended bidder after bid evaluation. The Central Tender Review Board gave clearance for the award of contract to Messrs. Smice International Limited to supply 16 Pickupsat a total CIP cost of Six Hundred and Sixty-Seven Thousand, Two Hundred United States Dollars (USD667, 200.00).

The contract award letter issued on 18th May, 2015 and the duration of the assignment is Sixty (60) days after signing of contract.

SUPPLY OF ONE HUNDRED AND FIFTY (150) VENTILATED GREENHOUSE SYSTEMS INCLUDING INSTALLATION AND TRAINING UNDER WAAPP (LOT1, LOT2 & LOT3) (MOFA/WAAPP/NC/NCB/2015/01)

 


The Government of Ghana has received credit from the International Development Association (IDA) towards the cost of WAAPP and it is intended that part of the proceeds of this credit will be applied for eligible payments for the Supply and Installation of One Hundred and Fifty (150) Ventilated Greenhouse Systems at Various Project sites including Training across the country.

Six (6) Firms purchased the Bid Document and only three (3) submitted on 16th March, 2015.

Offers from all firms (Messrs. Dizengoff Ghana Limited, Messrs. Stevicksen Ventures Limited/GRIL and Messrs. Pe-Aviv Company Limited) met the required minimum technical requirements of the bidding document.

Based on price Messrs. Dizengoff Ghana Limited turned out to be the recommended bidder after bid evaluation. The World Bank gave clearance for the award of contract to Messrs. Dizengoff Ghana Limited as follows;

Useful Information

The WAAPP Coordination Unit in Ghana is the Projects Division of the Ministry of Food and Agriculture (MOFA) whilst the implementing agency is the Council for Scientific and Industrial Research (CSIR). The structures put in place to govern and manage the WAAPP in Ghana are the National Steering Committee as well as the NCOS Management Committee and the Competitive Agricultural Research Grant Scheme (CARGS) Board as the Implementing agency.
